For example Eric Olafson's Birthday is October 7th, 5012 and officially it is : 0107-9999.91

Meaning 0107 galactic Picto seconds of the 9999.91 Fractions of the Galactic Revolution.

While Computronics have no trouble keeping time this way, the average Union Citizen uses OST (Old Standard Terran).

The galactic year provides a conveniently usable unit for depicting cosmic and geological time periods together. By contrast, a "billion-year" scale does not allow for useful discrimination between geologic events, and a "million-year" scale requires some rather large numbers.[3]
